This PR replaces the build-rpm utility by a more general build-package. It handles .rpm and .deb packages with 2 config files.

Features:

• Possibility to choose the branch from the git repository to pull
• Possibility to build .deb packages as .rpm packages
• Dependancy reorganization to prepare replacement with a single setup-packaging dependancy
