Put packaging documentation from setup-fedora and setup-debian into packaging/doc/{rpm,debian}

Put setup-debian bashrc (Debmail, ...) into setup-packaging with a comment (Used witch dch -i).

Put package manager general documentation under setup-base.

Destroy setup-fedora and setup-debian if possible (Distro specific is managed at build time with rpm and debian dir at root).
